Many emblematic quarters have effects like per pop, per specialist or per districts and these effects can turn into extreme yields in large multi territorial cities which are not that hard to create with colony plans and city merging. This give cultures who have such districts an enormous advantage over cultures that do not have such districts, it also make infrastructure feel pointless, like why build a factory when your workers already produce 60 industry each due to you being mughals and built alot of their emblematic quarters.
My idea is that per pop, per specialist and per district effect should only apply once or a limited number of times per emblematic quarter in each city. Like the mughal one +3 industry per worker could apply once per city, there are still reasons to build more emblematic quarters due to its more modest local effects. I think by reducing the power of these emblematic quarters you reduce the snowballing, make cultures more balanced and make normal infrastructure more worthwhile to build.
The Emblematic district's effects will depend on the economical balance of the game, so don't get too hung up on them i feel because Im pretty sure the economy is going to change quite a bit on release so yeah.
