[KI][PC/Game Pass] Unable to Refuse Demands in Diplomacy until a new demand is created

Ran into a state in my main game where the Refuse Demands button is disabled despite appearing that it should be an option. After troubleshooting with loading autosaves and trying different things with a helpful gameplay expert in the Discord forum, found that if we create any new demands TO the other empire in diplomacy, the Refuse Demands button for THAT EMPIRE's demands then immediately becomes enabled (same turn, same War Support, no other transactions, literally within the same Diplomacy screen interactions). 


Unless there's some really obscure gameplay reason why creating demands then allows refusing the OTHER empire's demands, seems like there should be no game logic reason for this other than a confirmed bug?


  • Title: [PC/Game Pass] Refuse Demands button disabled in Diplomacy until a new demand is created
  • Description: Can't Refuse Demands FROM an empire until creating new demands TO that empire
  • Attachments: Screen capture, Saved Games (loading previous also demonstrate same disabled Refuse Demands button state since the demands were made)
  • Steps to Reproduce: 1. Load this save game, 2. Engage in diplomacy with Myceneans and try to refuse their demands; exact steps for creating the state on a new game unknown
  • Expected Behavior: The Refuse Demands button should be enabled even without creating new demands to that empire



I made both cloud and local saves where this bug is 100% reproducible but I am struggling to find them :( Both my Humankind folder under ...\Documents\Humankind and ...\AppData\LocalLow\AMPLITUDE Studios\Humankind are missing saved games and coming up blank after searches and asking for help on Discord, can someone help me locate my saved games to finish documenting this bug report?

Had the same issue happen to me when I made a demand and then withdrew my demand when they countered. The demands that they had countered with stayed with me the rest of the game. I wonder too if it you were allied with them and that made a difference? I was allied with the empire that I made a demand to and wondered if that may have had an effect.

I'm in the same situation, and this is exactly what happened. Now I can't form any new treaties unless I cave to their demands. Annoying.

I've run into the same problem twice in the current patch, funny to me it's been going on so long. I'm in a spot where I could only accede to demands and can't refuse them, very annoying. Especially on Humankind difficulty early game, it's a serious issue at this point in the game :-|

I have a very similar issue.  I was allied to the Edo-Japanese.  Turn X. I had the opportunity to demand they chance their religion, but I "recounted that demand", I sacked a building of my own (not sure that played a part as it was not on a trade node).  Turn X+1.  "Violence has destroyed a few, but temporarily suspended the rest of our trades.  He had a grievance that he did NOT press for "stopping our trade agreement for ebony" (ebony is on a different island far from the building I destroyed).  He also made a Demand to pay him 2400 gold, but it doesn't list a reason and I cannot refuse, I can only pay him.  This sucks as we have been allies and he has tons of resources and 30% hostility/affinity on the turn he has made the demand.  Kinda game-breaking bug that needs addressed as I know he will soon be at 100% and nothing I can do about it.


I think there are bugs going on with at least their "sacking of your own buildings", as in something always goes wonky when you "ransack your own building"... I think that ability needs to be on a completely seperate button and set of conditions as this is just another wonky outcome.  Here is another example from earlier in the same game .... I took over a random civs civilization and destroyed a building he had built.  I got the (2nd level tag) Thief and it was my OWN BUILDING.

Ok, something I noticed, not sure it solves anything or sheds light on the issue others have had, but it might.  


From my above post, in Turn + 1, I posted that it didn't have a reason for his demand (of 2400 gp).  It does list a grivance that he apparently didn't press for destroying a trade route and if he pressed it, it would be for 2400 gp.  So, it looks like it has given him the grievance SEPERATELY from the demand.  he has both a demand and a grievance for the same thing.  


I think I cannot refuse the demand because it's somehow linked to the grievance that he hasn't pressed (he likes me) even though he has passed a demand from that grievance but it didn't remove the grievance after it was pressed.


Looks like the programmers missed a step of code in what happens when a grievance is pressed.

The other really annoying thing I woulda hoped they took care of by now is the "No cooldown on opponents demands"


I have an opponent demand I change religion.  I refuse the demand.  Next turn, they demand the same thing.  The only way to not get the demand every turn is to just ignore it.  Either way they are building up negative opinion of you and will definately be declaring war on you if you don't suicide on them for annoying you so much.  Either way it's at least immersion breaking as it is not very realistic and possibly game breaking if they were on good relations with you.  


Game I'm in now, he was an ally of mine a couple turns ago, now he's down to -60 and soon we will be at war all within about 5 turns because of this glitch that hasn't been solved yet.
