DESCRIPTION: I can't manage to embark some units on my old continent while I obviously already explored some islands and another continent.

The game keeps telling me that I don't have the required technology but I got the one (trade expeditions I think) allowing sea transport (which I already used of course).

I got a save which I can send to dev team (doesn't fix the problem when I reload it).

Quit to main menu (or back to desktop) then reload savegame does not fix either.

It may be due to that these units are former independant people that I absorbed.

STEPS TO REPRODUCE: Not sure about this.

EXPECTED BEHAVIOR: The player should be able to embark any earthbound unit.
