[STADIA] Civics counted as Enactable when blocked by Secularism

Description

When you choose Secularism in Irreligion Civis, all other Civics from the Belief branch are locked away.

Still, the Society/Civics bubble counts those locked away Civics as being enactable.


Expected Behaviour

The Society/Civics bubble should not count those Civics locked away as Enactable.

You need to ditch secularism to get the other civics back . Quite frankly I find the secularism civic absolutely worthless and wouldn't pick either option since you lose all the bonuses of your state religion. The real choice should be between secularism or state religion  . It's not like there aren't countries out there that still have a state religion, hell  Queen Elisabeth II  is still the head of The Church Of England

The game needs to be more clear about 'neither' being a perfectly fine third option for civics. No one forbids you from staying a religious leader, there is at least one event regarding that for contemporary era and the endgame narrator will mention it, if you'll keep your religion.

The point is not whether it is a good or bad Civic, representation or game mechanic, but rather that, if those other religious civics are unavailable, the system should not be telling the user there are 4 possible Civics to enact.
