Description:  The Tera states that it will give +2 influence on emblematic district and +5 influence per adjacent mountain. If you try to place it you receive no such bonus as shown in the screenshots below, it seems to always just give the base +2 inf +3 faith no matter where you place it.

Steps to Reproduce: 1. Play as the Edo Japanese 2. attempt to build Tera District beside a mountain 3. See that it does not give the correct bonuses as mentioned in the description

Expected Behavior: The district would give the bonuses mentioned in the tooltip.
