Occupied City - despite no longer being at War.

A guy with a bunch of vassals went to war with me.
One of his vassals used to be a friend of mine, right next to my border.
So I took that city/territory - then during the War the friend empire was no longer a vassal. 
My friend and I were auto peace - so no negotiations occurred. (FYI "friend empire" is just an AI who's on good terms) 

Later I beat the other guy with tons of vassals. But since land I took next to me was not originally his land, and the person who did own it wasn't a vassal anymore.
I couldn't negotiate the land. The land was not given back to him or the friend empire.
Its just sitting as my occupied territory.

I ran into the exact same issue. The civilization that I was at war with released their vassal on the same turn that I won the war so when they surrendered I can't take control of the occupied city. Now that the other civilization is no longer their vassal I am stuck with their occupied city and I can't seem to do anything with it. There are no options etc. Hopefully, they address this issue.
