Scots' trait - Intellectual Ferment - 10% Science cost reduction on any Technology per other Empire that has already researched it.

It does not reduce the technologies' science cost. I've tried it a few times already and the result was always the same. Whenever I was transcending to Industrial Era, I saved the game and then tried it with 2 different cultures. Once with Scots and once with some other culture. After transcending, I checked the science cost of a few chosen technologies. Everytime the cost was the same, regardless of the culture. And I can assure you that the chosen technologies have been already researched by opponent empires.

Is there something about this trait that I don't know, or does it really not work?
