Here is the situation:

1. The lilac player (PARAdoxiBLE) was in the middle of the map
2. He was doing ok, middle of the pack, reached the last era at a respectable time compared to other players and picked the Turks.
3. He had 5 cities (if I recall correctly) by the end of the game.
4. All is cities were small, having three territories for the biggest one and an average of two.
5. The city of Sippar was until the end a one territory region.
6. The AI got the East bording territory (Elgafar) quite soon.
7. The city of Sippar was full of districts
8. The AI never attached the territory (Elgafar) to the city (Sippar)

Expected behaviour: expand the city to the right!

Sorry for not respecting all the rules, can't get the number, saves, and so on...
