Why do Dunnu, Barbican, Amba and Defense Agency count as Commons Quarter?

"Epicentre of the city's entertainments, the quarter provides respite from the daily grind to nearby citizens of every persuasion."

Thats's what the Commons Quarter page in the encycopedia says about the district.

that said, the doubt that arises to me would be why Dunnu, Barbican, Amba and Defense Agency count as Commons Quarter, shouldn't they just count as Garrison?

It feels strange to me thinking that people want to go and have fun in these districts

Agreed.  I also think the Amba should be a Research Quarter (like the English Stronghold is a Farmers Quarter).


I wonder if the reason behind it is an attempt to give all of the "Emblematic Garrisons" a bonus quarter type because of the Stronghold(Farmers) and the Cyclopean Fortress(Makers).  Maybe Dunnu makes sense as a Commons Quarter, but I agree it feels weird on the other three.

How? It's litterally just a fortified citadel (encyclopedia)

At most it may count as a Farmers Quarter

Except for the Defense Agency, the others three count as Garrisons and Common Quarters, though.


My assumtion is that, by being tagged as Common Quarters, they serve two goals :

- Providing stability to the town/territory they're built in, and additional stability with other districts' synergies. Afterall, those are garrisons, they give shelter and security to neighbouring tiles and units (basically what their description reads, really). This is their main effect as a garrison quarter.

- As a common quarter, they also provide influence, which is basically your tourism currency in the game. Which makes perfect sense actually, for late game : some of these buildings are still up and used nowadays, and/or can be visited, either as museums, or recommissioned as artistic places (theatres, concert/festival venues).


If anything, Emblematic Quarters from previous eras (before Contemporary), should be considered as such. Some already are, others aren't but do provide influence and/or stability for those reasons, I guess.

Mhm, if anything they should drop their Garrison tag with sufficiently advanced tech running/driving around, but I wouldn't like this to happen either.

Amba doesn't provide Influence, counting as a Commons Quarter it does only when you research Wireless Telegraphy

Apparently all of them still count as Commons Quarter. I still don't understand the reason why.

Apparently this issue still persists. I didn't understand whether it's an intended feature or not
