The Stars Your Destination Bug?

I created a game where I was trying to get the achievement for accumulating every star for every era, but upon winning the game with all era stars in every era, I did not get the achievement. I have the DLC and I wonder if there is something in the code that prevents the achievement from activating unless the old number of total stars, 127, is accumulated by the player. I have all of the diplomat stars as well. I made the game on a huge map, fast pace, and town difficulty. Every other setting was left untouched.
