Why do Pikemen have less strength then draftees

I have stumbled into what seems like a historical inaccuracy. The pikemen have a strength of 31 when the draftees have 34. If you see historical evidence, pikemen were very good against cavalry and any melee units. The pikemen having less strength than a melee unit is just crazy. If, let's say, you have a strength of 34 base but a +8 for being great against cavalry and a +4-2 for melee units, since they don't have shields, they should take more damage from archers as a balancing fix.

Draftees are an Early Modern Era unit, Pikemen are a Medieval Era unit (one era prior), in terms of game balancing, it is necessary that the increases per Era are significant. Pikemen do, however, far outclass the Medieval equivalent of Draftees, which are Peasants.
