How does naval retaliation work? a year ago

Hello, kinda new here. I'm mainly asking this because in several naval battles I've seen enemy ships retaliate against mine, but I haven't seen my ships do the same when under fire. Is this normal?

To specify the situation, it was a battle between destroyers and geobukseons.
