Usually, refusal of enacting foreign civic leads to -50% stability, which is historically logic, but too much annoying. In TWR I found the way it is much less annoying and even enjoyable: the refusal shall cost only influence or influence and -20% stability, which is actually also logic in some way and not annoying at all, and depends on your cultural production power

My problem with it is it's a one time 50%. So if you refuse one, you can continue to refuse others for no additional penalty (except extending the 20 turn limit). 

Conversely, if you want to accept one, you have to accept all or you still get the 50%.


This is because the osmosis triggers basically every turn forever - or is it per territory? I'm not sure exactly how it works. But the current penalty is not really reflective of what it should be.


So you idea, something like 20% cumulative would work - therefore, you could accept some and reject some and get a penalty based on how many you reject.
