To be able to create an alliance with more than two people (a group), then to be able to go to war with the whole group against someone or some other group (and to be able to do the same for an alliance with two people), and to have an internal management of the group, of the military , politics, economy, etc... through votes as in the congress of humanity but only with the members of the group. Like a union.

Yes.

In one of the dev livestreams Amplitude discussed having "blocks" like NATO, EU, etc. but they say it didn't work.

Still, perhaps something for HUMANKIND 2?

One aspect to consider with multi-faction alliances is how big decisions get made for the alliance and how to enforce them. For instance, do we, as an alliance, declare war on this other faction or make peace? Do we all strike an agreement? Do we bring someone else into the alliance?

And how are those decisions made? By simple majority vote? By some kind of power level? What happens if someone disagrees but is overruled? Are they automatically kicked out of the alliance? Does the game force the decision?

And bear in mind, depending on how these parameters are set up, you may then as a player be at the mercy of your allies, including AIs. This may be very frustrating for some players, especially if the diplomatic AI is pulling some odd maneuvres.

While I sound quite critical, I do like the idea. I'm just not sure the practical problems can be overcome.

This can be solved by adding multiple types of alliances. For example, in an alliance where decisions are made based on everyone's voting power, action can be taken according to the result. Or in an alliance led by a powerful country, the main civilization can make these decisions. Following the decision is a necessity in order to benefit from the advantages brought by the alliance. However, if a country did not join the alliance forcibly, they can leave in peacetime, while those who were forced to join must win their freedom through war. Similar to peace agreements, in a strong civilization-led alliance, the main state makes decisions. In an alliance where the voting power is essential, decisions made under the leadership of the state with the most voting power can be resolved by voting individually at the end. For example, if the civilization with the most voting power decides to capture 2 cities, 200 gold, and one vassal civilization at the end of the war, a question will arise as to who will take the cities, and everyone will cast their vote based on their voting power. The one with the most votes will win. Regarding the distribution of money, a question may arise about how to divide it, and the one with the most voting power may take half or everyone can take an equal share. As for the vassal civilization, for example, their joining the alliance can be ensured or they can become the vassal of Civilization A or be freed. These problems can be solved if desired, and it can demonstrate that diplomacy is sometimes more effective than military power.
