Problem: Right now, offering diplomatic treaties feels a bit like shooting in the dark. It often seems to me that the AI is just programmed to decline. I think this is largely because the diplomatic screen is absent the more detailed relationship data you can find in the Attitude panel, and it doesn't do anything to help draw the line between the other player's Attitude and their willingness to forge treaties.


Idea: Add a tooltip to the diplomatic screen when you are considering offering treaties. Pull in the player's relationship data with the target other player, so that when you click on a given treaty, the game shows you what factors contribute to the AI's likelihood to accept or decline the offer, such as Trust and Strength. It would be awesome if this included an acceptance likelihood percentage, but I don't think that's entirely necessary if you want to keep the feel of interacting with real people. Just a feedback mechanism to provide some on-screen context for why they do or do not accept your treaty, so that you can get some idea of what you need to do about it.
