Give units a "Patrol" option where you can select any number of territories for them to randomly roam throughout. Think of this like a constrained Auto-Explore, where their auto exploration is constrained to a given territory. Furthermore, have the unit send a pop up notification when they see a foreign unit while on Patrol.
