Allow non-armored ground units to be transported on helicopters. This supports tactics like quick support (without airport) or fast escape from a battle. This feature makes soldiers much more important in later ages in comparison to modern armor.

Optional: Add weight attribute to every unit and have max. transport capacity on transport units.

The weight part seems to add a tad mor complexity for little gain.

You could make it very simple - weight 1 (infantry) and weight 2 (vehicle/crew weapon).

First helicopter can only carry one of weight 1.
More advanced copter can carry one of weight 2 (or two of weight 1)

Make it a transportation helicopter with X range and interceptible by both fighters and SAM.

What about cavalry? They'd be in between and that would make it more complex.
And you'd need some kind of maximum capacity. It is weird when there's not even transport ships.

Of course the complexity will be increased, but only by one additional parameter for weight/size. For transport there is one (carriers...).

On the other sides it offers you much more options instead of only going for tanks. It makes airplanes more important because they can intercept helicopters, makes surviving of infantry easier...and makes helicopters sense ;)
