Barracks, unit upkeep and training

Create an infrastructure that applies to garrisons. Call it barracks or training grounds. Placing an army on a garrison with a training ground incrementally improves its veterancy level. Fleets in dock at a harbour should receive a unit upkeep discount. There should be some incentive to not just leave your fleets at sea. Love the game. Keep up the good work.
