I would love it if in the game options menu you could adjust the spawn rate of the independent peoples. I think they are a great aspect of the game. I would just prefer to have the option of reducing the amount of them that spawn in some scenarios.

Hi!
It is now possible since the George Sand update! When setting up your new game, you can choose the Indepent People density in the tab for the Pace.
