Strategic resources should be hidden, until you have researched the required tech. That means no diamond icon on the screen with a "?", but rather absent. When you do research the tech the icon will appear, and may be under a already built district/wonder. The player will have to deiced whether to demolish a district/wonder to gain access to the resource, or let it be. I feel it adds a role-play aspect to it, and may make the player rethink and engage with the game more.

AI think this would be better as a game option. It would be more immersive to simply disregard resources that are irrelevant at the time, such as aluminum, oil, etc. But it would greatly increase the difficulty of organizing cities, so i think it should be something optional

In Endless legend, new strategic and luxury resources did appear every era. If you had built over them you got the extractor effect from whatever you had on the tile.

I like this as a game option also.

yes to hiding unresearched strategic resources and yes to receiving their benefit if you happened to have built over them before they appear. I believe that is the way it works in the Sid Meier Civ series of games, at least since version 3 (the first version I had extensive playtime on)

I'm a little iffy, because I'm used to the current system, but I could see this being a benefit at the very least as an alternative mode of play.
