We know in HK attacking first has a massive advantage, especially in the later eras where all units are ranged. Plus sieging cities provide siege weapons. There's never an opportunity for a defender to prepare defensivr siege weapons if we see a massive army coming our away.
Also, make siege weapons AOE and hit multiple until in an area for less percentage.
There's a spam problem as well. In a mod where units have a food maintenance cost, this gets resolved but I could make 100 Mycanean units with a city that never could be large than 4 pop. Another reason to make siege weapons better and available for defenders if they have the tech. Something to give defenders more to prepare than just units.
