Suggestion: When a resource is being raided, its bonuses should stop for the time being

It makes little sense to still have access to iron or uranium when there is a hostile unit currently raiding it. By stopping access to the resource during the raid itself, it makes raiding that much more troublesome but also a more viable strategy just to disrupt resources for a bit untill an army comes to confront the Raiders.
