Fame stars each use the same mechanism for generation at each era of the game.
My suggestion is to change this, so that the player gets to select from a subsection of objectives in each era a "objective set".
There could be alternative military star metrics as opposed to just units killed. to armies created or territory explored.
Commerce could have different options than just accumulating gold, to spending gold, or trading new resources.
Influence could have options for deals signed, culture spent...
etc for all stars.
Each new era would then feel different objective-wise. And as the fame stars are already not balanced for multiplayer maybe by giving the player the agency to set their own objectives we can lean on our strengths.
