Untaken playable cultures should also spawn as a special independent faction

As the title suggests, while not all of them would spawn, some of them should and under a more special capacity. They will still be accessed via independent people tab, but they'll have a strong inclination to build their emblematic quarter and units so you could also sign an arms deal with them.
