We should be able to see what other empires think of each other like ES2

I'd suggest that some condition be met to allow us to see that information.

Some potential ideas to that effect:
- Both empires need an Embassy to gather such info, might be an agreement or a basic Embassy effect
- Having at least one active trade route could be enough instead
- Being at war prevents the Embassy from gathering this info

- Having a stealth unit in their territory (annexed, not outposts) could allow gathering this info (even while at war)

- Allies should provide such info readily

- Congress may unlock this permanently for everyone once founded
