I think it could bring new depth to influence and civic mechanics, if the annoying osmosis events will be removed at all and replaced by influence consumption mechanic. That means that every your law consume some influence per turn depending on number of pops in outpost or city. But the higher percentage of your influence in territory is, the lower consumption of influence by your pops in that territory is. Also, if you pick up the law that is picked up by the influence dominater in region, than his percentage of pop will lower influence consumption.
