Not much, but I feel like having a standing army and being more conservative with that army makes sense: One stability per unit in the army and another for each veterancy level. [Perhaps the Hôtel des Invalides would increase that by another one, makes that wonder, and veterancy, a bit better.]


It's like that in Civ.
It'd make it more beneficial to have an elite, standing army, as well as to be more defensive with that army.
Invading your neighbors, and war in general, should cause instability: This, I feel, is a non-intrusive way to do that.

Garrison spam early game also feels weird, making them give more stability by default would only encourage that: I think this makes sense, however, that rather than building more forts you man them more men instead.
