Allow use of airplanes in naval combat

Planes assigned to aircraft carriers that are engaged in combat can't be used, even as support, since they appear as "already having performed an action this turn".

Allow planes that aren't assigned to patrolling to be actually used in active combat roles. This would grant an additional strategic element to naval combat, since you'd need to balance having planes as an attacking unit and having play a defensive role against incoming enemy planes.
