"Cultural Entente" agreement should benefit both sides

The "Cultural Entente" Embassy Agreement from the "Together We Rule" expansion only benefits the empire whose territories are being converted by another empire's.  The "converting" empire relinquishes grievances and the "converted" empire receives healthy food and industry bonuses for being converted.  The "converting" empire receives... nothing.

The Converted empire currently receives +20 Food and Industry on a territory that's under the other empire's sphere of influence, so why not have the Converting empire receive +20 Science and Money from those same territories? You've won the hearts and minds of another nation's people, that can be represented as a flowing of ideas and money back to the motherland.
