It makes little sense for a bombardment or nuke on an admin center to cause a territory to now be considered neutral territory. In this idea, the only way to forcefully detach a territory from a city would be to have a physically army present there to pillage it.


This makes sense for me, as Nuking an admin center doesn't take away its association with a city. This however would only apply to admin centers, NOT outposts. Outposts should function as they normally do, and be vulnerable to bombardments and nukes alike.
