Lately I play warmonger run, only to have all my gains drained by the AI bits by bit via humankind congress arbitration. Can't even declare surprise war to contest it since I can't declare surprise war below 20 war support. So I suggest cooldown for humankind congress arbitration. Can only call them every five demand, and limit how big of conflict that can be arbitrated.
