Currently, Envoys collect veteran stars that increase their CS.

But since Envoys (and Spies) aren't combat units, their XP (veteran stars) should boost something related to their unit's focus.

  • Envoys:  XP should boost their ability to collect leverage
  • Spies:  XP should boost both their ability to collect leverage and their efficacy at spy-related actions
