hmm, sounds similar to the trait "Go with the Flow" in the OP



I guess there could be some number tweaking depending on balance aspects (whether it's 30% smiley: food converted to smiley: industry OR 50% like you said)



However, I wouldn't bother too much with industry reduction for aquatic factions in the ocean itself cuz ocean tiles don't have a lot of production anyways.



"Ruptured Water" sounds interesting I suppose... but I would prefer the name to have a simple reference to the nature of the race itself. For example, Broken Lords has the word "lords" in it, indicating nobility (and possibly a human side to them). Naga sounds simple enough, and few other games have used that race to begin with (mainly the Warcraft universe).

I think they should not be that "underwater in middle of ocean" things, but they should have really high bonuses for water tiles(oceans/rivers). And they cities would be useful even for other factions, cause oceans and rivers are good.

That sounds logical. Considering the recent revelation that reef tiles actually exist. Perhaps the reef melding technology (or trait) would be the equivalent of the Lumber Mill on land, but for reefs instead.



Perhaps aquatic factions don't need to be handicapped of industry after all. This would change a lot of things...
