Not yet, may have a lot of accounts on the forums and a few users, but a lot of "anonymous" users which only read. ES had thus far the best community of all the games I ever knew...

The harmony rebalancing, that has not yet been more than a mod (see http://forums.amplitude-studios.com/content.php?328-MOD-Help-The-Harmony ) is yet to be implemented, as another functionality that is currently under development and has not yet been announced.

So there is definitely further development to come.
