If they could control the Dust like the Endless then yes. Dust in Endless Space is "dormant" Dust that only some individuals (heroes) can control in some degree. Endless didn't use the Dust as currency in their era. That's how I've understood the lore.

The Dust can, apparently, be weaponized as well, as we see in that lore section about "The Tragedy of Kyros." Although, and this mat just be poor ordering on the part of The Universe thread where we find the lore, Kyros and the events there are mentioned before the Birth of Dust section.
