certainly lategame isnt irrelevant, but the early game advantage of massive growth and production on many systems, versus the lategame advantage of having good admirals is not comparable (as in...the latter is not nearly as good).

How about Hissho early game military growth? Or Bushido growth when making an opponent shrink?

Admirals aren't only late game, early on they can easily speed up fleets, or give penalty's to enemy accuracy.
