Yes, the strategic map is what I had in mind.



I suppose it would take some very clever thinking to implement cloaking in the tactical battles.

I am not sure how cloaking would fit into the tactical battles from reading about the phased battle system.The battle control is hands off.



I think maybe stealth and sensors is limited to the strategic map.
