OpenDev is not currently running so you cannot get in at all at the moment. The first OpenDev you had to apply for and people were randomly selected. The second OpenDev was unlimited while it ran. They have not announced future plans for OpenDev but they are unlikely to be tied to preordering the game. I do not believe there will be any early access for Humankind.
