I'm probably just missing something but I can't seem to find how to merge a territory with an outpost to an adjacent territory with a city. Can anyone help me out here?

Zoom in/out to the right level on the map...the outpost/cities should have a chain link icon next to them.  Click that and link it to a city/outpost.

Click on the city you that you want to attach outpost to, and then a new button would pop up (if you can see Outpost) right next to icon of Outpost.

It can sometimes bug out and the link icon won't show up. Sometimes zooming in and out a few times fixes that bug and the link icon will show up again.
