Balance issue with civics & civic points

I really like a lot of aspects of the game, but am I the only person who is annoyed by the civic / civic point balance issues? Do we really need both to make a single choice? It seems to be an extra feature that only adds annoyance instead of any additional flavor to the game.

What do you mean? Usually a civic costs 1 point to choose? Or do you only unlock civics by banking civic points?

Yes, his question is - if the civic unlocks, why do you have to spend a point to make a choice?

In my game, I have far more civic points than unlocked civics, and there's nothing else to do with the points (as far as I can tell). So what is the point of them?

If this is the problem raised by OP - I don't really understand what he/she meant here - then, I very much agree.


Civic choices unlocks very, very slowly in the current build, sometimes just outright refused to unlock. In the majority of my playthroughs, my empire was ruled by a Small Council even in the Early Modern Era, the higher tier of the Rulership civics just refused to unlock (there are higher tiers for Republicanism, Constitutional Monarchy, etc), as if my empire never need constitutional changes for the past 1000+ years.

If the game told you the unlock criteria 9even if it was after you unlocked it) it would be a lot better imo. Sometimes I want a specific civic to try out a strategy and it feels like complete rng whether or not I unlock it.

I must have been one of the few bothered, but it seems early in the game you have multiple civic choices and no civic points and then later there were plenty of civic points but no choices to make. I'm not sure why there is a need for both if the civic points are based on number of turns and the civic choices are based on achievements. It seems like it would be much simpler to base the civic choices on achievements and get rid of the turn based civic point system in its entirety.
