IRL one of the reason a fort was build was to collect income from trades passing by. Is this represented in the game?

I think for the most part the unique fort districts are more military. At this time there isn't any distinguishing between a military/economic outpost. There are unique outpost for the horde cultures which can product units - but they do not specifically generate or aggregate currency from trade routes or adjacent territories.
