So i managed to get it from a twitch drop and redeemed it. It said that it has been added to my games library, but i can't find it whatsoever. If it helps, i tried deleting my lucy opendev to try and update the victor opendev forcefully. 

Sixteen million clicks, restarting, and 2 hours, finally found the correct click to install on steam!  This REALLY should have been much easier!  A simple <click here> to get you to the right spot would have been SO much better customer service!  Need to click the CORRECT reward in your box, out of the DOZENS in there!  Sheesh!
