I believe its the same problem I had assuming you played the lucy opendev. The steps given on steam are wrong you still need to claim the new one because our old key got revoked.

The steps to fix its is to refresh/update the games2gether steam link and then leave and return to the game2gether reward page (to refresh it) and you should see a victor opendev reward now  redeem it to steam.

Now steam should allow you to install and play the victor open dev.
