I played Lucy OpenDev, but can't play Victor. I refreshed the link between G2G and Steam. Couldnt find a Play button on steam site. I can see Victor OD in my Steam library, but unlike other games, there is Purchase button instead of Play button. Clicking on that only opens up promo material.

Does anyone know what the solution is?

Mine just downloaded and I'm able to click play (I watched 3hrs stream though).

I am going to suggest you edit the title of your post to make it more specific since there are multiple issues related to OpenDev access among various people. Assuming you can edit the title.  Maybe something like:

"Can download Victor on Steam, but I have a Purchase instead of Play button".

Maybe try closing Steam, refreshing Steam, then reopening Steam and refreshing Steam again?  I did have some different issues the first time I refreshed steam from the G2G site and had to try it a few times before it took me to the Steam link.  So maybe similar?
