I have been winning every battle and my war support is at 67 to there 30. The only option I have for ending the war is to offer my surrender. If I am winning why would I surrender?

You gotta delete their war support even more by winning more or by sieging cities. Destroying outposts and administrative centers (outposts attached to cities) also reduce war support. Once war support hits 0 they'll be forced to surrender. I don't think I've ever seen an AI actually surrender before they hit 0, but it is possible.

It's all or nothing. White peace exists on paper but doesn't seem to be a part of AI algorithms. Against a human player it may be used more.
