Please buff the Triumphal Arch! It's a really useless district with that -10 stability. Also, from a realistic and historical point of view, it should raise stability, not lower it.

I think + 3 influence + 3 stability ; Victorious city: + 5 influence + 10 stability       it's fair enoungh

Agree with this, I regretted getting it as the Romans in the Beta. Would also help if it was explained anywhere what 'Victorious City' meant or how to get it on my city...

You get it winning a war, but it's a status that only lasts ten turns. Romans bonuses (legacy trait and unique unite) are pretty solid, especially in the highest difficulties. But the triumphal arch is totally garbage.
