I have workers assigned, says its 6 industry per worker, yet it produces 0.I hover on the industry and there is nothing in the losses section, theres a bunch on the gains section, yet the output is 0 per turn. is this a bug or am I missing something?

It looks like you have activated scientific nation special ability on that city. Whole production and gold output is put into science.

Yes, 0 production but 82 science / turn is probably caused by your special "ability".

oh..interesting..didnt even know that was an option...i quit out on the game, but is there a toggle for the ability?

Yes, top left of your screen, there should be an icon. First select the city, then toggle the ability.

Something like that :
