Are these settings still right?

Does difficulty level affect how AI plays apart from production boost? I'm still playing my very first game (without any experience with the game) on Metropolis level (considered as normal?) and it's getting pretty boring. I've eliminated the other civilization on my continent so I'm alone. The other two civs are on a different continent I haven't discovered yet. However I'm far ahead with Fame and era so I just periodically select new things to build in my cities and press End Turn button continuously. Whish at least one of the other empires had higher Fame than me to feel some challenge (and inspiration to find them to fight :)

Does the AI play more efficiently on higher difficulty levels?
