Hi, I'm on my second playthrough, currently in the Industrial era. In both playthroughs, the leadership (Small council vs. autarch) civic never unlocked - and thus i never got to the later government civics. Did anyone else experience that? maybe I missed the trigger for the civic to appear or it might be a bug. does someone know the trigger of that civic? during the opendevs it always unlocked after having at least 2 cities.

Are you playing on larger map with more players and / or slower speed? There seem to be problems with those kind of setups unfortunately right now, hopefully they will be fixed soon.

That might be it. I was playing on the largest map with 10 players. going to try the smaller maps next. Thanks for the info

Any news on this? Its supposed to be a player amount issue when on normal speed?

From my own experience you need to be at the City cap or over it for it to be unlocked. That or go bellow 30% stability in a City. I manage to unlock it every game and play on Huge maps with 10 AI players.
