Largely the issue for money becoming not important is due to massive money inflation costs especially in comparison to industry where stuff gets more expensive per era and because negative money penalty is pretty inconsequential.

Indirect fire archer spam could also be mitigated with some very limited AoE technology (Heavy Weapons, siege equipment, etc) killing 4-7 of the little bastards in a single hit. Adding some sort of overkill mechanic would be a bandaid solution, but would certainly help.
